Chief Inspector, Dangerous Goods, GCAA –Chairman, ICAO DGP WG Annex 18

Ahmed Wagih is the Chief Inspector – Dangerous Goods within the Dangerous Goods Office, Aviation Security Affairs Sector of the UAE General Civil Aviation Authority (GCAA).

Ahmed brings over 35 years of extensive experience in the civil aviation sector, including 16 years in air cargo operations with Singapore Airlines (1993–1997) and Emirates Airline (1997–2008). During this period, he developed deep expertise in special cargo handling, the safe transport of dangerous goods by air, load control, accident and incident investigation and prevention, and operational compliance.

Since joining GCAA in May 2008, Ahmed has held several key positions, including:

  • Safety & Security Officer
  • Safety & Security Inspector
  • Chief Aviation Security Investigator
  • Senior Specialist – Dangerous Goods
  • Chief Inspector – Dangerous Goods (current role)

In his current capacity, Ahmed plays a leading role in regulatory oversight, compliance enforcement, training, and policy development related to dangerous goods.

Ahmed is:

  • Initiator and Project Manager of this COVAL Programme
  • ICAO USOAP CMA trained in Operations
  • Project Manager for the UAE’s transformation to Competency-Based Training & Assessment (CBTA) for dangerous goods
  • Accredited by IATA as an Air Cargo Professional

At the international level, Ahmed actively contributes to global aviation safety through ICAO, serving as:

  • Chairman, ICAO Dangerous Goods Panel Working Group on Restructuring Annex 18
  • Chairman, ICAO Dangerous Goods Panel Working Group on Reporting and Investigation
  • Dangerous Goods Training Instructor

Ahmed holds:

  • A Bachelor of Law from Ain Shams University
  • A Diploma in Air Cargo from IATA
