COVAL for Dangerous Goods Post Holder (DGPH) is the GCAA integrated approach “as integral part of its dangerous goods oversight responsibilities” to validate the competency of Dangerous Goods Post Holder, to ensure they are competent in the function(s) they will perform prior to performing such function(s), due to the impactful role they play in maintaining the safe transport of dangerous goods by air.

  • - Air Operator carrying dangerous goods.
  • - Helicopter Operator carrying dangerous goods
  • - Airport Operator “per passenger Terminal”.
  • - Ground Handling Agent “per dangerous goods certified branch/facility”.
  • - Designated Postal Operator. Dangerous Goods certified Freight Forwarder/Cargo Agency (per dangerous goods certified branch).
  • - Packaging Supplier (per dangerous goods certified branch).

The nominated personnel must meet the requirements of Subsection 3.4.3 and Subsection 4.10.1.2 of CAR Part VI.

    • - The DGPH responsibilities.
    • - Before January 2023.
    • - The approach to validation of DGPH’s Knowledge, Skills and Attitude.
    • - Implementation of Dangerous Goods CBTA in the UAE.
    • - Post implementation of Dangerous Goods CBTA.
    • - COVAL is not Dangerous Goods Specialized Training.
    • - The Current and upcoming challenges and overcoming them.
    • - In-depth knowledge on CAR Part VI.
    • - UAE Civil Aviation Law Enforcement.
    • - The Assessment of Employees’ Knowledge, Skills and Attitude at Work Place.
    • - Understanding the Attitude within the scope of Dangerous Goods CBTA.
    • - The Development of entity’s Standard Operating Procedures (SOPs).
    • - Group and individual activities.
